Run, Kerry, Run – And speaking of putting financing and vote strategies before ideas, "Senator John F. Kerry will file a statement of candidacy for the presidency this month, according to a top aide, the first official step toward a campaign the senator believes can be won largely in northern states with an aggressive defense of Democratic ideals."

"Filing a statement of candidacy with the Federal Election Commission is necessary before raising money for a presidential campaign, and Kerry will file one perhaps as soon as this week, said a top adviser who spoke on the condition of anonymity. Kerry will seed his presidential coffers with $3.1 million remaining in his Senate reelection account, the adviser said."

Got money (and a plan to get more). Got a vote strategy, too, involving essentially writing off half to two thirds of the country (I feel dissed before he even begins).
